Who can join BUPi?
Landowners
Owners of properties located in municipalities joining BUPi can identify their properties for free – consult the municipalities here. The location of properties can be done by the interested party, via online, or at a BUPi service counter, in person, with a qualified BUPi technician. If you locate and identify the limits of your property online, the process is referred to a technician, who will check the information’s compliance.
How BUPi was born
BUPi emerged in 2017, in the pilot phase, with the aim of getting to know Portuguese territory in a simple and innovative way and is based on 4 objectives:

Landowners
Why is it important to register your properties?
- To guarantee your rights as landowner. Land registration in the Portuguese Tax and Customs Authority is not enough to guarantee the protection of your rights. To do this, you need to register them with the Land Registry, which will be free of charge when presenting the geolocation of your property, obtained through BUPi.
- Because registration at the Land Registry is mandatory when you want to buy or sell land.
- To help in the management of the Portuguese rural territory, contributing to the prevention of wildfires in our country.
- Because you can do it free of charge, if you present the georeferenced graphic representation obtained through BUPi, for a period of 4 years from when the municipality’s first joined BUPi.
Municipalities
Knowing the limits and ownership of the properties is essential for the municipality to plan and manage its territory, thus guaranteeing its valuation and sustainable development and the quality of life of its residents. With the knowledge acquired, more value can be created for communities.
Public Administration
The collaboration between Public Administration entities allows a more efficient use and sharing of information about the territory, in the different domains, and the “Only Once” principle, exempting the Citizen from presenting information that the Public Administration already has. The availability of this interoperability platform, based on a digital paradigm, also accelerates the creation of new layers of knowledge in the Public Administration, capable of creating better planning and management of the territory’s resources.
Scientific Institutions, Higher Education Institutions and Companies
The creation of synergies between scientific and higher education institutions enables a more agile process of identifying the territory, enriching the existing databases with new layers of different types of data and creating new sources of information. At the same time, the crossing of information and the processing of data through artificial intelligence systems, will allow to extract more knowledge about the territory, generating new economic opportunities and more employment, namely in these territories, reducing its asymmetries.
